The sculptural composition is dedicated to the artist, master of circus art, the kindest man, People's Artist of the USSR, Hero of Socialist Labor Mikhail Nikolaevich Rumyantsev (10.12.1901 — 31.03.1983, stage name — Pencil) and his faithful companion dog Blob.. Sculptor Vyacheslav Dolgov sculpted the famous circus actor in full growth. The monument was opened on June 1, 2006.
The monument is cast from bronze in full size (157 cm) at the Minsk art casting factory, the weight of the sculpture with a dog is 325 kilograms. The pencil stands on the porch of the Gomel State Circus on a small three-stage circular dais in his favorite pose in a half-bow with his right hand raised. He holds a cane in his left hand and a hat-cap on his head. At a short distance from the Pencil is his favorite black Scotch Terrier. The idea of the sculptural composition is an element of the improvement of the central part of the city.
